Omni Group's Omnigraffle is an excellent tool for web development. I use it all the time to make design sketches, mockups, and whatever needs being visualized quickly and easily.
Now, with Yahoo's new Design Pattern Library, this great tool is even more useful. It includes all the widgets used on a normal web page, as well as more exotic ones like calendars, carousels and sliders, as well as common screen resolutions and os widgets.
I've included a little preview of the form widgets in this post. Note that you an also get the design formats in a variety of other formats, including Visio, PDF, PNG and SVG.
